When I'm doing the quest, I side with Kematu most often, just because one time I sided with Saadia and she ends the quest sounding really fucking guilty. Technically, though, I more often side with Saadia just through "Oh, you're not going to tell me why I should hand someone over to a couple of suspicious-looking mercenaries?
