Sure, people run VoN, Spies and Wiz-King a lot, but those barely get you halfway there and that's assuming you run them every life; that's a very monotonous life cycle imo to assume everyone runs LoD chain + VoN + Spies + Wiz-King (+ a bit of other fluff to get to 20 / beg for others to pass). I wouldn't mind if some smaller amount were in the Epic 3BC saga but I'd like to point to the White Plume Mountain side quests. If not a full token, these additional epic quests with quest givers in the Twelve should have at least had a chance to drop fragments.
