I really enjoyed Vordt's great hammer. Frostbite may not do much, but basically everything takes frostbite. My first souls game was ds3 and I randomly read that vordts hammer was a really good weapon my first win against gael was with it. I haven't beaten Gael or Midir, but I got the Nameless King using it in 4 tries. For PVE, strength is good. Really anything is good in PVE, so dont worry too much. Things like vordt's hammer annihilate bosses and ultras are amazing for taking on stronger enemies. For PVP, strength is a mixed bag.
