I’m saving up my plasma carts so I just use railway for now but all are explosive (minus the enclave) so I’m not worried plus I have ledg int so I have 15 I just flip flop explosive perks for science perks just depending on the mood lolThe Enclave flamer drops with a fixed configuration with few mods available for it. Basically, the mods includes scopes and flamer barrels. There is a prime plan for the receiver, but that's it for plans. So, you basically need the Enclave Plasma Rifle to drop with a Reflex sight and that is the most sought after version.

Aligned for vats. True for hip fire. Since yours is ari/hit so i suggest dont turn it into flamer, put a sniper barrel or keep it auto (auto barrel mod box is not available). Or keep rolling until you get Anti-Armor/50c or bloodied/50c and use Aligned Flamer. Use VATS crit and enjoy to see Earle melts :) the best effects are AA, Ari,B or V with 25% FFR or 50% Vats crit damage. I suppose it might depend on what attachments you have on it. I changed the flamer attachment to automatic barrel and the automatic rifle perks increased it's damage. The flamer barrel is not causing the weapon to deal fire damage, so it doesn’t count for friendly fire. You need a beta or gamma capacitor for that to happen, and those mods don’t exist for this weapon. If you want friendly fire on a rifle build, use a normal plasma or laser rifle with one of those capacitors. They do.

The enclave flamer barrel mod itself is incredibly difficult to find, the rifle can drop with the mod already attached but again this is rare. The sniper barrel was better than the flamer barrel anyway, both powerful and ammo efficient, the normal auto barrel on either plasma rifle is just a waste of ammo, so nice that commando users finally get a decent energy weapon! This is a huge change for Rifleman and Gunslingers.
